Congresswoman Maxine Waters (D-CA), the top Democrat on the House Financial Services Committee, and Congresswoman Joyce Beatty (D-OH), sent a letter to the Chairman of the Federal Reserve System and Chair of the Federal Reserve Bank of Cleveland’s search committee urging them to prioritize diversity in its search for the Bank’s next president and CEO. In the letter, the Congresswomen emphasize the scale of critical decisions the incoming president will weigh in on, including interest rates, small businesses, and more – making it essential that the leadership of the Bank represents the diversity of its constituents, including women, people of color, the LGBTQ community, and experts across backgrounds.
As former Chairwoman, Waters established Congress’ first-ever Diversity and Inclusion Subcommittee in 2019, chaired by Congresswoman Beatty. Through 18 hearings and various reports, this historic subcommittee led the way diversify our nation’s financial services industry and undertook groundbreaking work to expose inequities in this space.

We are writing to urge the search committee to prioritize diversity and transparency as the Federal Reserve Bank of Cleveland conducts its search for the next president and CEO to replace Loretta Mester. In the Fed’s Diversity, Equity, and Inclusion Strategic Plan for 2022-2025, one of the key strategies outlined is to “attract highly qualified and diverse slates of applicants and candidates through strategic outreach and talent acquisition that connects with all segments of society.” We are requesting that the search committee adhere to this plan by considering candidates who are women, people of color, individuals from the LGBTQ community, and experts from labor, academia, and other backgrounds. An intentional focus on diversity will increase the likelihood of a president who can amplify unique perspectives of communities that are often overlooked. We are pleased to see that the Federal Reserve Bank of Cleveland has a diverse interview panel, which has been shown to lead to better representation, increased fairness, and a wider range of perspectives and opinions.
For many years, we have worked to create a national discussion on diversity in financial services. Under our leadership as the first Black person and first woman to Chair the House Financial Services Committee and Congress’ first-ever Subcommittee on Diversity and Inclusion, this historic Subcommittee held nearly 20 hearings, authored several reports examining the lack of diversity in the financial services industry, and undertook historic oversight designed to increase diversity in the industry at all levels. There has also been bipartisan support for diversity among Federal Reserve Bank presidents, with the U.S. House of
Representatives unanimously passing the Ensuring Diverse Leadership Act, also known as the Beatty Rule, in the 116th Congress.
We are very pleased that President Biden has built on this progress by nominating, subject to Senate confirmation, a historically diverse and supremely qualified slate of appointments to the Federal Reserve’s Board of Governors. This includes Dr. Lisa Cook, the first Black woman to serve on the Board; Dr. Adriana Kugler, the first Latina to serve on the Board; and Dr. Philip Jefferson, the second Black man to serve as Vice Chair of the Board. In 2022, we also applauded the Federal Reserve Bank of New York for selecting Susan Collins, the first Black woman to lead any of the 12 regional Federal Reserve Banks as its new president.
Despite much progress, there is still work to be done to make the Federal Reserve System more representative of the public. According to the most recent data from the Federal Reserve Board of Governer’s Office of Minority and Women Inclusion report, the Federal Reserve Banks’ workforce is comprised of 70 percent White employees and 56 percent male employees. Furthermore, the Board hired more men last year (54 percent) than women (46 percent); and more White employees (52 percent) than employees of color (48 percent).
Following the Supreme Court’s decision to abolish affirmative action in schools, there has been a concerted effort by extremists to intentionally roll back progress on diversity and inclusion efforts nationwide.1 It is important that we remain committed to ensuring diversity within the financial services industry and preserve the progress we have achieved.
We know that highly inclusive organizations, especially those that make a concerted effort to be diverse in all aspects of their business, are more productive and profitable. By fostering diversity in leadership, we can strengthen the institution and enhance its ability to address the complex economic challenges facing our nation. President Mester’s retirement has created an opportunity to continue to strengthen the search process and broaden the perspectives among Reserve Bank presidents. We urge you to seize it.

On July 31, 2013, Ranking Member Waters and 37 Democrats urged President Obama to nominate Janet Yellen, then Vice Chairman of the Board of Governers of the Federal Reserve System, to Chairman of the Federal Reserve.
On May 12, 2016, Chairwoman Waters and 116 Congressional Democrats urged Janet Yellen, Chair of the Board of Governors of the Federal Reserve System, to improve the diversity of leaders throughout the Federal Reserve System and to strengthen the degree of public transparency and consultation in the Reserve Bank re-appointment process that had just concluded.
On January 31, 2017, Chairwoman Waters sent a letter to Janet Yellen, Chair of the Board of Governors of the Federal Reserve System, and Margaret Lewis, Chair of the Federal Reserve Bank of Richmond Board of Directors, calling for intentional efforts to identify and select diverse candidates to replace retiring Federal Reserve Bank of Richmond President Jeffrey M. Lacker.
On March 13, 2017, Chairwoman Waters applauded the selection of Raphael Bostic as president of the Federal Reserve Bank of Atlanta, which occurred after Chairwoman Waters urged the Atlanta Fed’s leadership to consider diverse candidates.
On February 26, 2018, Chairwoman Waters sent a letter to the Chairman of the Board of Governors of the Federal Reserve System and Co-Chairs of the Federal Reserve Bank of New York’s search committee, calling for their commitment to identify diverse candidates to replace Federal Reserve Bank of New York President William C. Dudley.
On June 8, 2018, Chairwoman Waters and 42 Democrats sent a letter to Jerome Powell, Chairman of the Board of Governors of the Federal Reserve System and Alex Mehran, Chair of the Federal Reserve of San Francisco search committee, calling for an inclusive search process to identify diverse candidates to replace Federal Reserve Bank of San Francisco President John Williams.
On September 10, 2019, the House of Representatives approved a Financial Services Committee-passed bill entitle the "Ensuring Diverse Leadership Act" by Subcommittee on Diversity and Inclusion Chair Joyce Beatty (D-OH), which would require each Federal Reserve Bank to interview at least one individual reflective of gender diversity and one reflective of racial or ethnic diversity in making the appointment of a Reserve Bank president.
On April 21, 2021, under Chairwoman Waters’ leadership, the Committee on Financial Services passed Chairwoman Waters' bill to require the Federal Reserve to use its existing authorities to close racial employment and wage gaps and report on how the gaps change over time.
On November 14, 2021, Chairwoman Waters issued a statement, calling on the Federal Reserve Bank directors in Boston and Dallas, as well as President Biden, to consider diverse, transformative leaders for Federal Reserve vacancies.
On January 14, 2022, Chairwoman Waters issued a statement applauding President Biden’s nominations of Sarah Bloom Raskin, Lisa Cook, and Philip Jefferson to leadership roles in the Federal Reserve. leaders throughout the Federal Reserve System and to strengthen the degree of public transparency and consultation in the Reserve Bank re-appointment process that had just concluded.
