Today, Congresswoman Maxine Waters (D-CA), the top Democrat on the House Financial Services Committee, issued the following statement after the Trump Administration released a sweeping policy change that will gut permanent supportive housing under the Department of Housing and Urban Development’s Continuum of Care (CoC) program, putting over 170,000 people at risk of homelessness again:
“The Trump Administration’s latest move to unlawfully slash funding for permanent supportive housing is another terrible blow to our nation’s most vulnerable and could force over 170,000 formerly homeless individuals back onto the streets. At a time when more than 771,000 people are experiencing homelessness on any given night, the Administration is doing nothing to lower the cost of housing but is instead undermining evidence-based solutions to address homelessness like the Housing First approach.
To make matters worse, the Trump Administration’s irresponsible and heartless management of the program means homeless assistance programs will go without funding for nearly half of 2026. This will cause thousands of housing programs to run out of funds in the coldest months of the year, leaving people with nowhere to go. I and Congressional Democrats will not stand by as Trump tries to evict hundreds of thousands of vulnerable people. That’s why earlier this year, I reintroduced my bill, the ‘Ending Homelessness Act of 2025,’ to address the growing housing crisis under the Trump Administration and ensure that every person experiencing homelessness or housing insecurity in America has an affordable place to call home. But we can’t stop there. I am also working on legislation to reverse these harmful actions. I look forward to working alongside my colleagues to get these bills across the finish line.”
