Waters Urges President-Elect Biden to Issue Presidential Memorandum to Suspend Midnight Rulemakings

Today, Congresswoman Maxine Waters (D-CA), Chairwoman of the House Committee on Financial Services, sent a letter to President-Elect Joseph R. Biden to urge that the Biden Administration issue a Presidential memorandum on January 20th to temporarily suspend any midnight regulations promulgated by the Trump Administration. The issuance of the Presidential memorandum would give the Biden Administration the opportunity to mitigate or prevent the harmful impacts of last-minute regulations hastily issued by the Trump Administration. “I am particularly concerned about several midnight regulations promulgated by the Trump Administration, the harmful impacts of which could be prevented or significantly reduced if your Administration were to act swiftly,” Chairwoman Waters wrote. “There is precedent from previous, incoming Democratic and Republican Administrations alike to issue a Presidential memorandum to temporarily suspend any midnight regulations to allow time for review.” The letter follows Chairwoman Waters’ December letter to President-Elect Biden providing recommendations on areas where the Biden Administration should immediately reverse the actions of the Trump Administration, and several actions that the Biden Administration can immediately take to coordinate the federal response to COVID-19, keep people safely housed, protect consumers and small businesses, support the broader economy and ensure a global recovery.
