Committee Passes Major Housing and Capital Markets Bills
On Thursday, Congresswoman Maxine Waters (D-CA), Chairwoman of the Committee on Financial Services, convened a full Committee markup, which included legislation such as H.R. 5187, the Housing Is Infrastructure Act, her landmark bill to reinvest in America’s affordable housing infrastructure.
See below for the list of legislation the Committee passed this week.
- H.R. 149, the Housing Fairness Act, a bill introduced by Congressman Al Green (D-TX), Chairman of the Subcommittee on Oversight and Investigations, passed by a vote of 33-25.
- H.R. 4351, the Yes in My Backyard Act, a bill introduced by Congressman Denny Heck (D-WA), passed by voice vote.
- H.R. 5187, the Housing Is Infrastructure Act, a bill introduced by Congresswoman Maxine Waters (D-CA), Chairwoman of the House Financial Services Committee, passed by a vote of 33-25.
- H.R. 5929, the Shareholder Political Transparency Act, a bill introduced by Congressman Bill Foster (D-IL), Chairman of the Task Force on Artificial Intelligence, passed by a vote of 33-25.
- H.R. 5930, the Workforce Investment Disclosure Act, a bill introduced by Congresswoman Cindy Axne (D-IA), passed by a vote of 33-25.
- H.R. 5931, the Improving FHA Support for Small Dollar Mortgages Act, a bipartisan bill introduced by Congressmen Wm. Lacy Clay (D-MO), Chairman of the Subcommittee on Housing, Community Development and Insurance, and Rep. Steve Stivers (R-OH), Ranking Member of the Subcommittee on Housing, Community Development and Insurance, passed by a vote of 48-0.
- H.R. 5932, the Ensuring Chinese Debt Transparency Act, a bill introduced by Congressman French Hill (R-AR), passed by voice vote.
The Committee also approved views and estimates for the fiscal year 2021 budget resolution, including five Republican amendments, and a resolution electing a minority member to Subcommittees.

Waters Wins Extension of Comment Period for CRA Rule: On Monday, Chairwoman Waters issued a statement in response to the Federal Deposit Insurance Corporation (FDIC) and Office of the Comptroller of the Currency (OCC) announcement that the comment period for the agencies’ proposed Community Reinvestment Act (CRA) rule will be extended by 30 days, giving the public 90 days to comment instead of the original 60 days after the proposal was published in the Federal Register.
“I am pleased that our efforts have resulted in regulators providing a 30-day extension of the comment period for Otting’s proposed CRA rule,” said Chairwoman Waters. “While this extension is welcome, I continue to believe that the public deserves a longer period of time to review the proposal. Therefore, I am going to continue to push for the 120-day comment period that community banks and many other stakeholders have asked for.”
